National Taxpayer Advocate (NTA) Nina Olson delivered the Laurence Neal Woodworth Memorial Lecture at the meeting of the ABA Section of Taxation in May 2013.
In her remarks, she stated that taxpayer rights are human rights, and urged Congress to enact a new taxpayer bill of rights so both taxpayers and IRS employees understand the principles behind our tax system.
